Universal Service Obligation Fund (USOF), a telecom department's wing has blamed homegrown gear maker Vihaan Networks Limited (VNL) of using "substandard technology" in a government-aided telecom connectivity initiative, a charge which is though denied by the Gurgaon-based firm.
