The voluntary retirement scheme (VRS) for the employees of the two state-controlled telcos— Bharat Sanchar Nigam Limited (BSNL) and Mahanagar Telephone Nigam Limited (MTNL), is aimed to rationalise their operating expenses (Opex) and is also central to their revival, a department of telecom (DoT) official said.
