Under the current satcom policy rules, a VSAT services permit-holder needs to establish satellite earth station gateways in India for law enforcement purposes, and needs approval from the Department of Space (DoS) to use satellite frequencies. There is no separate licence now for gateway operations alone. Establishing gateways is now part of a VSAT licence.
